We are starting to rework all the flower beds. We are considering doing away with all the landscape pavers. I would like to know how many residents would be interesting in have some of these pavers. 11/07/08 Looking for a few volunteers Saturday Nov 15 to help spread top soil etc around the new entrance sign.
We are also looking for volunteers to help remove the remaining black posts on Melrose and Raleigh. After all the posts are pulled up and the concrete is removed they will be taken to the salvage yard and sold for scrap. The money will be put back in to the general funds account. Please contact any one of the board members if you would like to help.
07/23/07 "Were getting our Neighborhood watch off the ground. Please come and join us for a block party on Norfolk for National Night out against Crime August 7th. The block party will be on Norfolk at Ralph Breaux's house the street will be blocked off. We will be serving hot dogs and refreshments. The block party will start at 7:30PM and the Neighborhood watch meeting will be at 8:00PM. Please come and join us."

05/29/07 We will have our annual meeting June 16th at Live Oak Elementary. If you do not receive the notice, please let me know. We have had many homes sold so we might not have your name and the mail is forwarding to the old homeowner. We have had quite an issue with this, so help us to get you on the list. You should have your notice of the meeting by Monday. They were mailed out Wednesday. This is going to be a very important meeting with the votes on some amendments to the restrictions that have been concerning many residents in the neighborhood. We will see what happens on voting day. Also, Jimmie McCoy (our Councilman) will be there to answer questions about the parish. He has requested that any questions that will require research to please email me to give to him. He will then allow you to ask him again at the meeting and he will have a detailed answer. We are excited about this years meeting and look forward to a great turnout. Please email me with any questions.

Hello all, Reid here, V.P. RPHA. I spoke with a School Board Member about the vote for Saturday, May 5, 2007 regarding a 1/2 cent sales tax increase. I will summarize our conversation:

Live Oak High School Students: 980 with 6 T Buildings (+4 more w/ 4 more teachers for next school year)
Live Oak Middle School: 976 with 10 classrooms in T Buildings (+3 more w/ 3 more teachers for next school year)
Live Oak Elementary: 750
N. Live Oak Elementary: 785
S. Live Oak Elementary: 500

How will the sales tax be spent?
Plans include:
a. Build a new high school on Hwy 16, 1 mile north of the light
b Convert existing high school into a 2nd middle school. (split enrollment with other middle school)
c. If elementary schools continue to grow, 5th grade could move to the middle school.

There is a maximum of 9 1/2 % sales tax that can be collected.

Here is the breakdown for Watson currently:
4% State
1% Parish Council
2.5% School Board
1/2% Sheriff's Dept.
1/2% Drainage Board
1/2% Current Bond Debt (about 4 1/2 years old that built N. Live Oak Elementary, added on Live Oak Cafeteria, Science wing at Live Oak High, 10 classrooms at Live Oak Middle and additional room at S. Live Oak Elem. in the Library and Music area.

This is what I gathered from listening:
When we shop at any store in Denham (like Wal-Mart) we pay 9.5% sales tax. They keep that money and a portion goes to the School Board that is divided up throughout the parish. When our Wal-Mart opens, I assume that we will be shopping there, at least I know I will be. If this passes, we will be paying the same amount of sales tax that is currently being spent elsewhere, except it will directly fund a school in our area. Anyone who shops at the Watson Wal-Mart, regardless of residency will be paying the same sales tax, therefore supporting our local school project. If this doesn't pass, it is likely that our property taxes will go up and homeowners will be directly affected, where renters will not feel the increase, because they do not pay any property taxes.

Currently, Watson sales taxes generate about $500,000 a year on 1/2 cent sales tax. After Wal-Mart opens, that should go up drastically. It is estimated that it will take about 2 years for enough funds to be in place to begin construction. There are bond issues that have to be met in order for development to begin.

Just to give an idea of what a 1/2 cent sales tax does to your wallet, here is a few examples:
$100.00 grocery store visit = .50 cents extra
$10,000 new car with no trade credit = $50.00 more than current
$25.00 dinner = 12.5 cents extra

I hope this is enough information for people to make an informed decision this Saturday.....see you at the polls!!!!

The HWY 16 & 1019 INTERSECTION, since the construction, has been quite a traffic problem. At 6:00 a.m. this morning, the traffic was backed up 2 blocks so I called DOTD and reported the problem and they will have it checked out today AND HOPEFULLY FIX THE PROBLEM WITH THE TIMING OF THE TRAFFIC LIGHT.

The newsletter is going out the this week. There is a lot of important information, so read it over and email us with your thoughts. We appreciate all of the feedback regarding this years budget. There is a lot to be discussed, and we want everyone to get to share their ideas and thoughts. Remember, the board members are unpaid volunteers, and we are also looking for other volunteers to help out where needed. We are always looking for people who can pitch in when they have time, so if you have an hour or two a week, or a month, we would love to hear from you.

RPHA.  Please be advised that Homeowners Dues for 2007 have been mailed out as of 2/1/07.  If you didn't receive your bill, please call me at 939-6849 and we will get you one.  We know that there are a few new homeowners that are not on the list and the mail forwarding took the bills to the previous homeowners.  Thanks for your help.  Reid
12/21/06 I wanted to inform everyone that there has been extensive damage done to the front entrance area of the neighborhood. Thankfully, no one was hurt, as it could have been much worse. We received a phone call about the accident from a resident, and we called the sheriffs dept. They wrote a report, and we will be able to get a copy of it and request that the individual who caused the accident to pay for all damages, or their insurance

12/12/06 Hello everyone, just a quick update. I am back online. My computer has been repaired. I would like to remind everyone that we have added some police patrol through the holidays due to some speeding and vandalism. We didn't think that we would have problems with vandalism, but we do. Based on what type of vandalism it was, we believe it was teenagers. Please know that the only thing the association can do is to alert the police of such activity and let them handle the matter as a crime. I appreciate everyone who is keeping us informed of the matters that are of concern to them. Without your information, we would not have the knowledge of all the activity in the neighborhood. As things happen, please continue to let us know. We also have had many residents complain about speeding in the neighborhood, so the police patrol, although on private duty, can write a ticket for any legal violation they see. The speed limit throughout the neighborhood is 25 mph. This is being strictly enforced, and please inform any family, or friends know that we are taking this very seriously, for the safety of the children, and out of respect for each other. Do not disregard stop signs. Thank you all for a great 2006, and enjoy the time with friends and family. I hope everyone has a great Christmas, and we look forward to a great 2007.

12/5/06 Update on the Palm trees. The planting of the palm trees has been delayed numerous times due to the amount of rain we have had. The soil must be fairly dry in order for the trees to be planted properly..... they are going to be trying to get them in soon.
11/3/06 We purchased 10 palm trees for the entrance of the subdivision and the cypress trees will be dug up and replaced. The palm trees have a 1 year warranty protecting against them dying. They will be installed hopefully within the next week or 2.
10/2/06 It has been brought to our attention that there has been increased crime around the Live Oak High School area. Approx. 10 homes have been broken into according to police. Keep an eye out for anything or anyone unusual. This information was given to me from a concerned citizen who was trying to get the word out. Thanks, Reid (Vice Pres. RPHA)

7/4/06 Great News!!! The RPHA Website has done so well that we have voted to move the site to a new server where our web space will no longer be an issue. Coming soon will be a new look, with features such as web polls, where we can get input on ways to make your dues go farther before a vote of the board. Keep those ideas coming; we are listening. 6/21/06 We are working on illuminating the new columns in the front entrance. We are gathering bids for the project and welcome any licensed and insured contractors to give an estimate. 4/28/06 Police Patrols have been added to our neighborhood by a unanimous vote of the RPHA Board members. We have had an overwhelming number of residents who have voiced concerns over speeding, so look for the Livingston Parish Sheriff's Dept. in your part of the neighborhood. Police traps are being set up throughout the neighborhood to catch anyone exceeding the 25 mph speed limit. To report a trouble spot call the Livingston Parish Sheriffs Dept. at (225) 686-2241 Ext. 703. The more reports that come in, the more police details will be issued. Deed Restriction Violations are being addressed as they are reported to the Board Members. If you think you or someone else may be in violation please call or email the Board at rphaboardmembers@yahoo.com for assistance.
