Last night (Sunday) around 12:30 am a truck was seen cruising the neighborhood in a very suspecious manner. The driver stopped near the intersection of Houmas House and Beauvoir and two males got out. One disappeared behind a house on Beauvoir and the other behind a home on Houmas house. My neighbor thought it so odd that he went inside and retrieved his gun. All of a sudden the driver of the truck took off ( as if spooked by someone or something) leaving the other two males behind. It appeared that the guys on foot ran behind my home to the common area connecting richmond to easterly or to D'evereaux. The truck could be heard going up and down D'evereaux for a few minutes (as if he was trying to find his two buddies that were on foot) After about 5 minutes the same truck was heard in easterly where the common area connects. These guys were up to no good. Please keep your eyes open. The truck was an older Chevy 1989/90. It was an Xtra cab with a white vinyl stricker on the back. The truck appeared to be either jacked up or a 4 wheel drive. It had a very distintive muffler sound. It was teal green. Not hard to miss. The men appeared yound and white. I don't know if you guys are aware but easterly lakes has been having some break in issues. Please keep alert.

We are taking bids for the lawn care in Richmond subdivision. Please send your bid to P.O. box 194 Watson la 70786 We need these bids asap as the grass is growing. Please have them in by Monday may 4th. Work includes grass cutting all common areas weed eating all commons areas and keeping the flower beds weed free also round up and fertilizing these items will be provided by Richmond HOA. A dumpster will be brought in to the neighborhood the first weekend of May for disposal of any household items that Richmond Place homeowners would like to rid themselves of during spring cleaning. This will mark the first time we have tried this, and if successful we plan to make it an annual affair. This year we will start with a 20 yard dumpster and it will be placed on Melrose, across from the common area. Delivery is scheduled for Friday, May 1st with removal on Monday, May 4th. You may dispose of items that would normally be picked up by DPW, or taken to the Waste Management facility in Walker. Please do not bring any paint, tires or hazardous materials as these items require special disposal and cannot be placed in the dumpster. There will be someone at the dumpster to confirm residency in order to avoid usage by non-Richmond Place homeowners, and you may be asked to show proof of residency. The dumpster will be available on a first come basis and once full all others will be turned away. As stated earlier, if this project is a success we will order a 30 yard dumpster for next year. Thank you for your participation and support, and happy spring cleaning.

RICHMOND PLACE ENTRANCE

As much as I hate to acknowledge ignorance and stupidity, I will today. I want to advise whomever is tossing trash and breaking beer bottles along the front entrance that this will only cause future problems for the entire neighborhood. Richmond Place has been fortunate for the past year to have had volunteers to handle the lawn maintenance using their own lawn equipment which has saved the homeowners literally thousands of dollars. In addition, we have had several other residents volunteer to keep up the flower beds and pick up trash. None of our current volunteers will continue to do this and take the chance of damaging their personal equipment, not to mention the risk of injury due to flying glass. When these individuals quit your dues money will have to be spent once again on a lawn service contract which will greatly reduce the amount of available funds for other projects such as police patrol, fountains in the lakes, sidewalks, flower beds, you name it.

Anyone who currently has their home for sale, or who may be thinking about trying to sell their home should realize that the first thing prospective home buyers see in route to your property is the entrance to Richmond Place. Most people will loose interest in buying a home in a subdivision that looks trashy, and gives the impression of careless homeowners. You could always lower the price of your house to make the sale so that the appearance of the front entrance doesn't matter, but I don't think this is what we really want for Richmond Place.

Please keep your eyes and ears open regarding this situation, and contact one of your board members immediately to remedy this problem, and thank you to all of you who keep your properties so attractive and inviting.

IMPORTANCE OF POLICE REPORT

One of Easterly Lake Subdivision's board members set up an appointment and met with Sheriff Willie Graves today. The purpose of this meeting was to vent frustration on the many issues Easterly Lakes and Richmond Place are having, not only with crime, but speeding, four wheelers and night time activity (juveniles on the streets).

Sheriff Graves said that he reads all of the police reports that come in each day, and this is how he goes about delegating patrols to his officers. If every weekend there are multiple calls from Richmond Place this sends up a red light that Richmond may need extra police coverage. However, if he never sees any police calls, he can only assume that everything is just wonderful here and his officers are assigned to the more troubled areas.

If we sit back and ignore the activities to afraid to get involved these problems will only worsen. We must call and make a report when we see suspicious activity, endure a theft, see speeding or reckless vehicle activity. Sheriff Graves said that each and every call will be answered. The officers may not get there right away because of higher priority calls but they will come out and make a report. If they do not, I suggest you call Sheriff Graves directly. This is your neighborhood. Get Involved, stop waiting for some one else to do it.

I would like to pass on a few things I have heard recently. A family on Petersburg near Raleigh said that an electric scooter was stolen from their garage right after Christmas. The thing that bothers me is that they only had the garage door opened about a foot. Someone had to crawl under the door to get the scooter. I have also been told that car break -ins are increasing around the Watson area. Don't be an easy target. Keep things out of sight. Also keep in mind that if you leave your vehicle in the driveway and you have a garage door opener in it you could be setting your self up. Bring it inside, hide it or if you have a lock button on the opener mounted in your garage use it. This should disable the one that is in your vehicle. I have one last suggestion I want to pass on. If your house door leading in to your garage does not have a window I would change that door out when you have a few extra dollars or add a glass storm door. Each time you open that door in the blind, you have no idea what is on the other side of it.

As we clean up from the storm and haul debris to the street PLEASE remember that you must call DPW to have it picked up. DPW does not make routine runs through out the parish as in other areas. So please call them @ 686-3030 Thanks Karen

There was a rash of break ins in the neighborhood last night. Could everyone in the neighborhood please be vigilant and watch for any suspicious activity and call the LPSO if they see anything out of the ordinary.

Residents of Richmond Place, the support for the dues increase was minimal at best. I understand that it is costing every one more to live. I will be meeting with the board soon and we will be looking at ways to cut our budget. It is a shame to me that the residents won't invest in there community. We will be enforcing the restrictions as well as collecting dues paying the water bills electric bill and the insurance. We have a volunteer to cut the grass that will save us some money. I am asking any one that would like to volunteer to help make Richmond a better place to contact me. Without extra money we will have to do the work ourselves. I expect to have at least 85 volunteers by the end of the week. Ralph Breaux

Hello Block Captains: One of our block Captains told me Monday evening that some roofing Material was stolen from one of his neighbor’s yards. Please be watching these roofers in our neighbor hood while they are here repairing our roofs during the day. Apparently some are unscrupulous. I also would suggest asking that your shingles be delivered into your back yard behind a gate or in the garage maybe. Thanks Again

The issues (not including board members selections) that we will be voting on are the following amendments to the restrictions.

1. Lawn furniture & miscellaneous items cannot be left out in the front of the home overnight.
2. All exterior paint colors must be approved by the HOA.
3. Increase annual HOA dues to $100.00
4. $50 one-time fee for playground equipment payable by Sept. 1, 2008.

To date, this year - forty-two (44) violation letters have been sent out. We have started sending out "friendly notices", followed by "official notices" if the violation is not cleared up and then "certified notices". Our goal is to make Homeowners aware of the bylaws and restrictions that will help keep RICHMOND PLACE a desirable place to live and keep the property values up and to enforce them.

Please check our neighborhood restrictions before you do any work to your property.

The block party will be on Norfolk at Ralph Breaux's house the street will be blocked off. We will be serving hot dogs and refreshments. The block party will start at 7:30PM and the Neighborhood watch meeting will be at 8:00PM. Please come and join us."
